Ebrard presented the document during the BloombergNEF Forum Monterrey, emphasizing that this policy will maximize opportunities within the framework of the USMCA.

Consultations regarding the United States-Mexico-Canada Agreement (USMCA) will begin in the second half of 2025, and the document highlighted the following:

  • The degree of difficulty in the review differs from that of 2018.

  • The political climate in the United States has changed, with a new consensus towards greater protectionism, especially under Donald Trump (Kamala Harris voted against the USMCA at the time).

  • Ongoing trade war between China and the United States.

  • There is already a roadmap in place to guide the review process.

  • The Ministry of Economy will work in coordination with the Ministry of Foreign Affairs to lead the negotiations.

Since 1993, less than 20% of the country's exports have included domestic value-added from the beginning of the production chain.
